It was envisaged through the London Government Act 1963 that Bexley as a London local authority would share power with the Greater London Council. The split of powers and functions meant that the Greater London Council was responsible for “wide area” services such as fire, ambulance, flood prevention, and refuse disposal; with the local authorities responsible for “personal” services such as social care, libraries, cemeteries and refuse collection. As an outer London borough council it has been an education authority since 1965. This arrangement lasted until 1986 when Bexley London Borough Council gained responsibility for some services that had been provided by the Greater London Council, such as waste disposal. Since 2000 the Greater London Authority has taken some responsibility for highways and planning control from the council, but within the English local government system the council remains a “most purpose” authority in terms of the available range of powers and functions. In 2018, the number of council seats will be reduced from 63 to 45.
Bexley London Borough Council is the billing authority for Council Tax, and collects a precepts on behalf of the Mayor’s Office for Policing and Crime, the London Fire and Emergency Planning Authority the Greater London Authority and Transport for London.
The local authority derives its powers and functions from the London Government Act 1963 and subsequent legislation. Bexley has the powers and functions of a London borough council. It is a billing authority collecting Council Tax and business rates, it processes local planning applications, it is responsible for housing, waste collection and environmental health. It is a local education authority, responsible for social services, libraries and waste disposal. The council shares responsibility with the Greater London Authority for strategic policies including housing, planning and the environment.

Are you entitled to Council Tax reduction?
Over 35% of people who are entitled to claim money off their Council Tax bill are missing out, could you
be one of them?
You do not have to be unemployed to claim Council Tax reduction. If you are in work but on a low income,
Council Tax reduction could pay some of your Council Tax bill.
If you pay rent for your home and are on a low income, you may also qualify for help towards paying this
too. You may be able to get Housing Benefit if you are on other benefits, work part-time, or work full-time
on a low income.
How much will you get?
If you are eligible for housing benefit and/or Council Tax reduction, the amount you receive will depend on
how much you have to pay in rent/Council Tax and your circumstances. This includes:
· Your income (and partner’s income if you have one)
· Your savings
· The number of children that live with you
· Other people in your household
· If you or someone in your family has a disability
Second adult rebate
You may also be able to reduce your Council Tax bill if you live with someone who is on a low income and
you would normally be entitled to a single person discount if they were not living with you. The rebate is
based on the income of any second adult that lives with you, not on your income or savings.
